Budget Director

Location: Charleston,  SC

Pay: $125,000-$150,000 a year

Shift: 1st shift 8 am-5:00 pm Monday to Friday

Key Responsibilities:

• Direct the preparation of the annual operating budget, including revenue forecasting, tax rate coordination, and presenting budgetary options and recommendations to elected officials and executive leadership
• Lead the development of the Capital Improvement Plan, Five-Year Operating Forecast, Debt Management Plan, and Transportation Sales Tax Plans
• Provide leadership and direction to the budget team in preparation, analysis, and reporting of departmental budgets and performance
• Ensure compliance with applicable ordinances, policies, and regulations throughout the budget development and administration process
• Present the proposed budget to the governing council or board and support its adoption
• Conduct ongoing financial analysis to evaluate the fiscal impact of policies, programs, and initiatives
• Perform mid-year reviews and other periodic financial assessments and report findings to executive leadership
• Collaborate with Finance and other departments to maintain financial system structures and support accurate transactions
• Represent the finance section in emergency operations and serve as the Applicant Agent for federal disaster reimbursement through FEMA

Required Qualifications:

• Bachelor’s degree in Accounting, Finance, Public Administration, or a related field
• Minimum of 10 years of progressive experience in government budgeting, with at least 5 years in a senior or supervisory capacity
• Strong understanding of governmental accounting and budget principles
• Proficiency with large-scale financial systems and Microsoft Office applications
• Excellent communication, leadership, and interpersonal skills
• Ability to analyze complex financial data and develop effective solutions

Preferred Qualifications:

• Master’s degree in a relevant field
• Certified Government Finance Officer (CGFO), Certified Public Accountant (CPA), or National Government Finance Officer Certification
• Experience working in a municipality or county with similar size and complexity
